Why angel's skill will instantly kill resurrecting phoenix

It's the second time I experienced this grief moment, when angel teammate use their skill on a low health phoenix that didn't resurrect before, it will instantly kill phoenix, the phoenix just resurrect to 44hp then instantly die because of angel's skill. Is it a bug or is it what supposed to be in the first place? why phase 3 had came out for a year and they never fixed it?
