(the damage refers to damage as in the stat)
however:

i can CLEARLY see that there is no visual indicator nor reason why the "damage" stat is stated as that,
also, the
damage stat of the sword is not modified in the slightest (go do research, its interesting)
i checked, trust me, it does not.
Nothing, including the damage part of the description mentions that it will be strictly linked to the damage that the weapon does.

all other, and when i say all,
i mean ALL instances of the x% damage affect your
damage output
ie.
the final damage you deal with any source of damage which relates to you.
i'll extend the message stated below to make it slightly more clear:
if you want to make the argument that One For All works as intended and every other enchantment are the ones which are working incorrectly, please make a valid argument, heck a single valid point for that rather than just stating something which you have not checked, nor have proof for.
you didnt mention any enchantments at all, so i did my own testing
One for all is something out of the normality of enchantments (unless you want to argue that impaling, bane of anthropods, ender slayer, cubism, smite and swarm are bugged.)
when I say out of the normality, it is outside of the expectations, far enough outside that it limits its usefulness greatly.
Ontop of that, whenever something else has failed its because it specifies why it has, such as:
- Spiked Hook: "fishing rods deal x% more damage to sea creatures"
- Soul Eater: "your weapon gains #x the damage of..."
- First Strike: "Increase melee damage dealt by..."
- Thunderlord: "Every 3 hits on a monster..."
unlike the wording of:
- One For All: "... increases Your Damage by 500%"
without any visual indicator as to what your damage means
sometimes this does not apply, as it gives a
CLEAR statement of what it is applying to but in the case of enchants and effects which
DO NOT give a clear statement, it
EFFECTS ALL DAMAGE
Examples:
- Swarm [Increases
your damage by 2-10% for each enemy within 10 blocks. Maximum of 10 enemies.]
No History changes, cant confirm JACK for this through the wiki but it works the same as combo after testing.
- Combo [Increases
your damage by +1-5% per kill up to 2-10 kills within 2-10s.]
- Giant Killer [Increases
damage dealt by 0.1-1.2% for each percent of extra health that your target has above you up to 5-65%]
- Execute [Increases
damage dealt by 0.2-1.25% for each percent of health missing on your target.]
Edit:
Sorry didnt address the precursor eye bit,
every other multiplicative and additive damage have applied so far, this is the largest and i dare say most impactful additive stat in the game, by it not working on precursor eye and others working (look above) it has me thinking that it:
- works in a different way to other enchantments
- has been purposely nerfed to not work with certain abilities
- is bugged beyond reason.
