Hot Potato rework: Always target the highest HP player to start

- Makes the disaster less of an absolute nothing burger as one player gets the potato and dies immediately
- Makes it less disappointing to take damage for the first time ("at least i'm not getting the potato if it spawns")

I agree that Hot Potato is a dumb disaster, but I don't think a game should ever punish someone for playing well
