This question has kept me up at night for untold years. Actually no but like a year ago I started making this post but never finished it. In that time skyblock has had a dozen minor updates and several major ones.
So what's the item.
The base divan's drill has a lot of items with 13,478,621 items, second only to the terminator (I think) either way it's irrelevent because you can put a lot more **** on this then you can anything else

First are the 3 upgrades you can put on a drill, fuel tanks, upgrade module, and drill engines.
The fuel tank and drill engine are simple as all of these are in a progression line.
By getting the max fuel tank and max drill engine we add 4,900,952 and 27,210,646 items respectively
Upgrade modules don't have a single progression line but the one that takes the most items is the tungsten regulator which adds us a 4,044,800 items to it
The next thing is silexs, we need 5 silexes, each silex is made of 9 concentrated hard stone, each concentrated hard stone is made of 576 enchanted hardstone and each enchanted hardstone is 576 hardstone so that right there is 5 * 9 * 576 * 576 = 14,929,920 more items
Next thing is reforge. The reforge that uses the most items is glacial which uses 1,085,440 items so we stick that on our drill.
I gotta figure out a better transition then "next thing"
now gemstone slots
the divan's drill has 5 gemstone slots, 2 free amber ones, 2 paid jade ones which add 60 fine gemstones, and then 1 slot which can be used for amber, topaz or jade so in total using perfect gemstones in all 5 slots uses 14,720,000 items
next is divan's powder coating which needs 409,669 items
now for the small upgrades.
5 polarvoid books adding 115 items
you put most enchantments on with enchantment table so no items are actually involved there
However you do need 1 fortune 4 book, 1 expirience 5 book, 1 compact book, 16 t1 lapidary and 16 t1 palentolgist books. Instead of using flowstate like a normal person, we're going to use ultimate wise 5 because that's 16 more items instead of 4. The next is the prismatic 1 book which actually requires over 4 million topaz gemstones to make a prismatic 5 book due each 1 requiring 40 topaz gemstones
this adds another 4,096,420 items
in total this brings the count to
84,876,683 items to make our glacial divans drill that is otherwise maxed out with a tungsten regulator and ultimate wise 5
