Introduction
The Mad Redstone Engineer not being an Abiphone contact feels like an oversight; TNT is a very useful temporary block for building as it can be broken while flying, and the other blocks he sells (and should sell) can be very useful in builds, autobrewers, noteblock songs and other contraptions.
Furthermore, due to his location (in the basement of the Builder's house), some of my friends didn't even know that he existed or had any use, and had to craft things like TNT for farm building manually. Having him as an Abiphone contact (and thus, a requisite for max Skyblock Experience) would help more people to know about him.
Part A: Item Additions
His shop feels somewhat lacking in the items he sells. He is the only NPC who offers redstone components, yet items such as redstone lamps, pistons, dispensers, etc. still have to be manually crafted. I personally experienced this when building the hub (/visit sageuk :3) and had to manually craft pistons when it would have made sense to be able to buy the items from him.
His current shop menu is below:
A possible improved menu is here:
In the changed menu, a variety of redstone-related items have been added, and the menu has been rearranged to place items that are related next to each other; daylight detectors are next to redstone lamps, smaller components like buttons and levers are at the top.
When Skyblock moves to newer versions like 1.21, which come with significantly more redstone items, extra pages may need to be added.

His current Abiphone interaction message states that "[✆] This NPC doesn't own an Abiphone…".
Due to this, it would be fitting to have the user give the him an Abiphone, as well as

This redstone is worth about 3,276,800 coins - combined with the cheapest Abiphone coming out to around 5 million coins to acquire his contact.

This dialogue style reflects the Engineer’s current dialogue when you first interact with him - portraying him as a flat, gruff man of science.
Dialogue Style B:
This dialogue style reflects the Engineer’s current name - portraying him as a more unhinged, actual mad scientist.
