    ok then do Windows Key and R at the same time.
    It should open up a box, inside that box make sure it is empty and then type "cmd" and hit enter.

    Then in Command Prompt type "cd <directory to forge>" where <directory to forge> is the path to your forge folder (if its in downloads and its called forge it would be "cd ./Downloads/forge")

    Do you know a whole video tutorial on how to make chat based mods because I am confused with everything going on. I'm bad at coding :)

    To be honest I don't recommend YouTube videos as tutorials, since the watcher himself/herself know already that they have 0 idea about what the youtuber is writing, but they are just copying their video content. If you see yourself "bad at coding", then I recommend learning at the very least the basics of Java so you at least know what's going on. And, this tutorial was for people who have no idea about Forge mod making. (this isn't a rant or anything)

    You need to create a class around your code, like this
    Code:
    package com.ilxx.mode;

    import net.minecraftforge.fml.common.Mod.EventHandler;

    public class ExampleMod {

    /* YOUR OTHER CODE GOES INSIDE HERE */

    }
    Basically, the class creates a grouping for all your code to execute.

  12. So its now worked but for example if i put the code inside and run its not working at all

    Show your code please, and I also suggest taking some time to learn basic Java and its syntax before diving into mods (or any framework in general), it'll save you a lot of effort and improve your skills.

    Ah, I assume you decompiled the mod. Since Minecraft's code is obfuscated, it cannot read methods like "getMinecraft()" etc., so when someone builds a mod, Forge converts that mod to the obfuscated code so Minecraft can read it, so instead of being getMinecraft() it becomes func_71410_x(), the same with all the other methods. You could ask the developer of the mod for the un-obfuscated code, or just try to get the used methods.
    As far as I can see, replace:

    func_150254_d() with getFormattedText()
    func_150260_c() with getUnformattedText()
    Minecraft.func_71410_x().field_71439_g.func_71165_d(...) with Minecraft.getMinecraft().thePlayer.sendMessage(...)

    I probably got the method names wrong, it's something around those lines.

    Yes, but you're checking for hla and not A. Also you're not registering the event. Add this to your FMLInitializationEvent:
    MinecraftForge.EVENT_BUS.register(this);
